Redevelopment Authority

The Redevelopment Authority (DCRDA) was created by the County of Delaware for the delivery of services to County residents pursuant to the Urban Redevelopment Law Act of 1945.  The Authority acts as a vehicle for condemnation and development within the County. The board is focused on redevelopment, blight, and remediation projects throughout the County as highlighted in the 2022 Delaware County Economic Development Strategy.

Current programs of work include:

ACT 135 Conservatorship Program.  At their request, the DCRDA works with our municipalities to transition vacant, blighted, underused properties back into productive use for the betterment of our neighborhoods and residents.  The DCRDA acts as a conduit to assist the municipality through the ACT 135 process.

Land Bank.  The DCRDA was appointed the Land Bank by the County of Delaware in 2022.  This program prioritizes strategic development utilizing vacant and abandoned properties to transform local communities by working with municipalities on the redevelopment process.

US EPA Brownfield Assessment and Remediation Funding.  The DCRDA made successful application to the US EPA in recent years to provide access to low-to-no cost funding that helps to identify contaminants and remediate ground in the County of Delaware.
