Delaware County First Responder Vacant Temporary Training Sites

Delaware County Department of Emergency Services and the Delaware County District Attorney’s Office in partnership with the Delaware County Redevelopment Authority, established a Delaware County First Responder Vacant Temporary Training Sites program. This is a matchmaking service designed to increase training locations for First Responders by connecting them with property owners in Delaware County.

To participate, First Responder organizations in Delaware County should register using the form below.  Registration is good for one year.  An annual renewal will be required to remain on the list. First Responder organizations can include, but not limited to: Volunteer Fire Companies, Police Departments, Countywide Specialized Response Units, and Colleges & Universities who train emergency responders. 

This registry will be used by the Delaware County Redevelopment Authority and promoted to owners of vacant properties in Delaware County. The purpose is to connect vacant and to-be-demolished properties with First Responder organizations, for training purposes.  Training may be over the course of a few hours or few weeks, but temporary as properties are redeveloped or while seeking new owners or tenants.

Examples of Use

Non-invasive: Properties that are in the process of light renovation, resale, or seeking tenants may also be available, provided the property remains in its current condition. Some examples of activities include:

  • Movement

  • Hostage negotiation

  • Clearing rooms

  • EMT extrications

  • K9 detection training

Invasive: Properties that are scheduled for demolition or those that allow further damage, provided the property is fully secured after training is complete. Some examples of activities include:

  • Door scratches (K9 patrol training)

  • Door breaches

  • Pepper spray/pepper ball

  • Fill with smoke for search and rescue

  • Cutting holes in roof

  • Controlled burns

First Responder organizations offered spaces for a defined short period of time for the purpose of training may be required or asked to:

  • Execute a Site Access Agreement or similar document

  • Provide a donation letter to the property owner in lieu of payment if the organization is a 501c3

  • Provide demonstration of insurance, which can include evidence of current workman’s compensation insurance and/or a Certificate of Insurance indemnifying the property owner. On average, commercial property owners require long-term tenants to maintain Commercial General Liability with Broad Form General Liability Endorsement of $2,000,000 minimum per occurrence of bodily injury and property damage combined. This should be discussed in greater detail with the property owner.

Property owners may want to discuss and document:

  • We provide an example contract for the property owner. This is an example only and should be reviewed with your legal team prior to use.

  • Owners may want to engage and document with first responder organization(s) the training they will be conducting, along with use of any materials for those training purposes.

  • Owners are also encouraged to document expectations of the property before and after use by the first responder agency.

  • Insurance held by the first responder agency, and indemnification of the property owner.
