Delaware County Commerce Center Seeks Director of Finance

The Delaware County Commerce Center seeks an experienced finance professional to serve as the Center’s Director of Finance. The Commerce Center is the centralized location for all economic development in Delaware County. This award-winning agency operates as an umbrella organization for the administration of various economic development boards and authorities, including the Economic Development Oversight Board, the Industrial Development Authority, the Redevelopment Authority, and the Waterfront Industrial Development Authority. This is an exciting time to join the Commerce Center as it undergoes an internal reinvention and revitalization to meet the economic development needs of Delaware County, grow partnerships, and expand financial offerings to support a robust economic environment.

The Position

In coordination with other Commerce Center staff, this position will lead the Center’s slate of financial products designed to support general economic development and promote business growth and expansion in the County. This position offers an opportunity to have significant impact on the Delaware County business community and to support direct benefits to County residents.

This individual will oversee the pipelines of applications for financial products offered by the Center; perform intake of financing inquiries, review applications, and analyze risk and return; maintain and expand technical assistant resources offered by the center, and maintain robust relationships with new and existing clients, financial institutions, and other industry professionals.  The position requires a high degree of discretion, the ability to maintain a consistent professional demeanor, and comfort with managing multiple projects and deadlines simultaneously. This person is willing to participate in a team environment and work toward continuous improvement of services.

Essential Duties and Responsibilities

  • Manages the Commerce Center’s portfolio of finance products, including loans, guarantees, and grants. Ensures compliance of credit projects.

  • Maintains relationships with other Commerce Center staff, customers, and financial institutions

  • Provides routine communication to the Commerce Director regarding status of projects under their purview

  • Represents the Commerce Center at board meetings and external events as needed

  • With the Commerce Director and Deputy Director, contributes to the development of the Center’s yearly budget

  • Underwrites loans and routinely presents to a loan review committee for final financing decisions

Qualifications

To perform this job successfully, an individual must have the following qualifications:

  • 3+ years of working in a finance role in finance, accounting, economic development, commercial lending, or a related field; experience in a public sector setting a plus

  • Degree in finance or related field OR completion of a certified underwriting training course such as those hosted by the National Development Council (NDC)

  • Significant knowledge of accounting and financial analysis, financing, and related legal issues

  • Ability to perform credit analyses of business (corporate, partnership, LLC, not-for-profit) financial statements and tax returns.

  • Ability to interpret and effectively use information in standard documents such as leases, cash flow reports, and projections.

  • An understanding of economic development regulations, programs, and practices, both at the state and federal level

  • Proficient in the Microsoft Office suite, customer relations management (CRM) software, and project management software/database systems; ability to learn new software packages/programs quickly

  • Demonstrated ability to collaborate with others to achieve organizational goals

  • Project management skills along with the ability to effectively manage competing responsibilities and deadlines

  • Exceptional communication skills, both written and oral

  • Strong problem-solving, negotiation, and communication skills

  • Ability to work with the utmost confidentiality when working with Commerce Center staff and external stakeholders

A knowledge of Delaware County and the County economic/business environment a definite plus.

This is a salaried position, with a salary range of $90,000 – 100,000 based on skills and experience.
