Delaware County Commerce Center Finance Director
The Delaware County Commerce Center seeks an experienced finance professional to serve as the Center’s Finance Director. The Commerce Center is a quasi-governmental organization responsible for economic development in Delaware County, Pennsylvania.
This is an exciting time to join the Commerce Center as it undergoes an internal reinvention and revitalization to meet the economic development needs of Delaware County, grow partnerships, create programs, and expand financial offerings to support a robust economic environment.
The Position
In coordination with other Commerce Center staff, this position will lead the Center’s internal and external slate of financial products designed to support general economic and community development and promote business growth and expansion in the County. This position offers an opportunity to have significant impact on the Delaware County business community and to support direct benefits to County residents.
Essential Duties and Responsibilities
General
Manages the Commerce Center’s portfolio of finance products, including loans, and grants. Builds relationships with businesses and financial institutions
Provides routine communication to the Commerce Director regarding status of projects under their purview
Represents the Commerce Center at board meetings and external events as needed
Underwrites loans and routinely presents to a loan review committee for final financing decisions
Performs other related duties as required or directed
Programs
Manage the Center’s financing products, including the State Small Business Credit Initiative (SSBCI), Commonwealth PIDA, microlending program, and the EPA Brownfields Revolving Loan Program
Serves as the primary point of contact for the Center’s financing programs, responding to business inquiries and following up as necessary
Working with the Director, Small Business Development Director, and the Center’s marketing team, promote financing products and identify potential applicants for financing assistance
Providing underwriting assistance for all financing products
Qualifications
To perform this job successfully, an individual must have the following qualifications:
Education and Experience
3+ years of working in a role in finance, economic development, commercial lending, or a related field; experience in a public sector setting a plus
Degree in finance or related field and/or completion of a certified underwriting training course such as those hosted by the National Development Council (NDC) or Risk Management Association (RMA) preferred
Knowledge and Abilities
Advanced knowledge of accounting and financial analysis, and commercial credit/lending, including:
Ability to perform credit analyses of business (corporate, partnership, LLC, not-forprofit) financial statements and tax returns.
Ability to interpret and effectively use information in standard documents such as leases, cash flow reports, tax returns, balance sheets, and projections
Knowledge of sound lending practices and underwriting principles, industry standards, and regulatory compliance requirements
Proficient in the Microsoft Office suite, customer relations management (CRM) software, and project management software/database systems; ability to learn new software packages/programs quickly
Demonstrated ability to collaborate with others to achieve organizational goals
Project management skills along with the ability to effectively manage competing responsibilities and deadlines
Exceptional communication skills, both written and oral
Strong problem-solving and negotiation skills
Ability to work with the utmost confidentiality when working with Commerce Center staff and external stakeholders
A knowledge of Delaware County and the County economic/business environment a definite plus. Please note, applicants must reside in Delaware County. Persons residing outside the County may apply for employment but must permanently relocate to the County within 90 days of their date of hire.
This is a salaried position, with a salary range of $80,000 – $90,000 based on skills and experience.
