Delaware County Commerce Center Real Estate Manager

The Delaware County Commerce Center seeks an experienced professional to serve as the Center’s Real Estate Manager. The Commerce Center is a quasi-governmental organization responsible for economic development in Delaware County, Pennsylvania.

This is an exciting time to join the Commerce Center as it undergoes an internal reinvention and revitalization to meet the economic development needs of Delaware County, grow partnerships and programs, and expand services to support a robust economic environment.

The Position

In coordination with other Commerce Center staff, this position will manage all the Center’s real estate inventory. The position also oversees the Center’s involvement in development projects and related programming. The position requires a high degree of discretion, the ability to maintain a consistent professional demeanor, and comfort with managing multiple projects and deadlines simultaneously. This person is willing to participate in a team environment and work toward continuous improvement of services.

Essential Duties and Responsibilities

General

  • Manages the Commerce Center’s portfolio of real estate programs and projects, including the Authority-owned properties

  • Maintains coordination with relevant County departments and maintains relationships with municipal governments, commercial real estate brokers, and developers

  • Provides routine communication to the Commerce Director regarding status of projects under their purview

  • Represents the Commerce Center at board meetings and external events as needed

  • Performs other related duties as required or directed

Asset Management

  • Manages a portfolio of real estate development and related projects and for performing tasks appropriate to evaluate and progress individual projects in the assigned portfolio 

  • Prepare requests for proposals for contracted services such as property maintenance 

  • Implements and executes the acquisition of land and/or land rights through negotiated purchase, donation, or condemnation as needed

Development

  • Support the planning and implementation of real estate development initiatives through collaboration with municipal staff, elected officials, business leaders, real estate professionals, and non-profit entities 

  • Manage consultant agreements and monitor progress and payments 

  • Identify funding sources for real estate development projects, submit and manage applications for funding, and coordinate development of project scope, proposal, and bidding processes 

  • Assist new or prospective businesses to find property to fit their needs

Qualifications

To perform this job successfully, an individual must have the following qualifications:

Education and Experience

  • 3+ years of experience in real estate development, project management, business development, planning, or finance 

  • Bachelor’s degree in real estate, economic development, planning, real estate project management, public administration, finance, or a closely related field preferred

Knowledge and Abilities

  • A general understanding of economic development regulations, programs, and practices, both at the state and federal levels, as well as the principles of Land Banking 

  • Proficient in the Microsoft Office suite, customer relations management (CRM) software, and project management software/database systems; ability to learn new software packages/programs quickly 

  • Knowledge of the principles and practices of real estate development, as well as land use, planning, zoning, business, housing, tax, and workforce development strategies 

  • Familiarity with deeds, wills, abstracts, court records, appraisals, and other instruments to determine land rights and other parameters of development 

  • Project management skills along with the ability to effectively manage competing responsibilities and deadlines, as well as working independently 

  • Exceptional communication skills, both written and oral 

  • Strong problem-solving, negotiation, and time-management skills

A knowledge of Delaware County and the County economic/business environment a definite plus. Please note, applicants must reside in Delaware County. Persons residing outside the County may apply for employment but must permanently relocate to the County within 90 days of their date of hire.

This is a salaried position, with a salary range of $80,000 – $90,000 based on skills and experience.
